OUR PROGRAM
In 2008, eight entities in the state of Arizona received Neighborhood Stabilization Program (NSP) funds under the federal government's Housing and Economic Recovery Act (HERA). Maricopa County received $10,000,000 to implement a stabilization program.

The Maricopa County Community Development (MCCD) office and the Housing Authority of Maricopa County (HAMC) joined forces to develop the Homes to Owners (H2O), focusing on those areas hardest hit by the real estate and mortgage crisis. MCCD is responsible for oversight and reporting while HAMC provides administrative and operational resources. H2O staff are HAMC employees. A few words about each of the organizations:

The Maricopa County Community Development office is the division of the Maricopa County Human Services Department that is responsible for the receipt and expenditure of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funding. It administers CDBG and HOME grants compliance, fair housing, monitoring, and annual planning and reporting activities. MCCD is also the primarily recepient of the NSP grant that funds the HAMC H2O program.

The Housing Authority of Maricopa County is the independent Public Housing Agency (PHA) funded by the U.S. Department of Housing and Urban Development (HUD) that is responsible for public housing programs in Maricopa County. HAMC manages different programs such as public housing and the housing choice voucher (section 8) programs. HAMC works with 16 communities throughout Maricopa County (Note that most of the larger cities in the Metropolitan Phoenix area have their own Housing Agencies that serve the populations of each city).
